Redistricting in Sacramento and California-2011

You can be involved in suggesting mapping or drawing of new city council district lines for Sacramento. Every ten years, after the decennial census results are available [April 1, 2011], redistricting for all local governments that elect by district [school, water, park, fire and special districts] redraw their district lines to assure nearly equal population in the districts. The City of Sacramento selects an advisory committee- The Sacramento Redistricting Citizens Advisory Committee [SRCAC]- to advise the City Council on where to draw the district lines for Sacramento. The City of Sacramento web page has information on the process. The City Charter Article III, Sections 23-25, provides criteria for changing district lines. The criteria are based on the California Elections Code Division 21 and the Federal Election Laws and the 1965 Voting Rights Act.
The SRCAC is advisory, the City Council makes the final decision on the district boundaries. If you are interested in recommending new district lines to SRCAC there will be mapping tools [software] available after April 12th on the The City of Sacramento web site and at an Assistance Site at the Central Sacramento Public Library. Citizens have until July 18 to submit their district mappings to the City Council. The City Council must complete and submit the final district lines to the Registrar of Voters by September 27, 2011. The Citizen’s Redistricting Commission will redraw the political boundaries for the State of California and the congressional boundaries. The Voters First Act, Proposition 11, passed in 2008, transferred the responsibility for redistricting lines from the legislature to the citizenry through the formation of the Citizen’s Redistricting Commission. In November 2010 the voters extended the Commission’s responsibility to reapportionment of congressional districts with the passage of Proposition 20. The Commission draws the boundaries and presents their determinations to the Secretary of State by August 15, 2011. Updates on the Commission’s work are located on their website.
